Maxine Waters is a tireless cheerleader for the permanent underclass that she represents. She says all the right things and gets reelected with over 70% of the vote every time.

This is the problem with much of today's black leadership. They come from districts where drug usage, unemployment, illegitimate births, and dropout rates are high.

They get a degree, are very vocal, and blame society for the problems of their constituents.
Victims never want to admit that their plight is of their own doing so they continue to vote for someone who will blame somebody else.

Therefore most of the members of the CBC get reelected even though they do very little for their districts and aren't much smarter than most of the people they represent. Go down the list and check out the districts these people represent.

A black candidate the likes of J.C. Watts would have never been elected in these districts.
